As part of our intellectual and professional contribution to bridging the gap between localization policies and field-level practice, our experts at Innovare for Consulting and Training conducted an assessment study for Oxfam in Yemen, focusing on organizations operating in the southern regions of the country.
The study was led by Mr. Khaled Ishaq, Executive Manager of Innovare and Research Team Leader, with the participation of Abdurahman Kuradah, Data Analyst.
Entitled “Assessment of Yemen’s Progress on the Grand Bargain Indicators 2023–2025: Measuring Progress, Diagnosing Gaps, and Charting a Path Towards Locally Led Humanitarian Action” the study examined progress to date and found that implementation remains between minimal and moderate levels. It also highlighted structural gaps, documented successful practices, and identified six priority actions to strengthen local humanitarian leadership, expand access to flexible funding, and promote equitable risk-sharing.
This study reflects Innovare’s continued commitment to generating credible research evidence and practical advisory insights that support the transition towards humanitarian action that is more responsive to local priorities. It also underscores the importance of strengthening local actors’ participation in decision-making to foster more influential and sustainable local humanitarian leadership.
